Introduction

The mission of the School is to improve and innovate the public administration by means of training, selection and research in the field of public management, with a view to promoting a common culture and shared values of public service.

The objectives of the School -founded in 1912 by Enric Prat de la Riba- are stated in Act 4/1987, of 24 March, which regulates its functioning as well as establishes an open framework to promote co-operation with other public or private institutions and, especially, with Catalan universities.

The Public Administration School of Catalonia is an autonomous body, of an administrative nature, reporting to the Ministry of Governance and Public Administration of the Generalitat of Catalonia -the Catalan Autonomous Government-, with headquarters in Barcelona and branches in Girona, Lleida and Tarragona. Since 1996, it hosts the European Centre for the Regions of the European Institute of Public Administration (Maastricht).

Working at the service of other institutions

Currently, the School has opted to be an instrument of support to the policies of improvement of the Catalan public administration, in particular the Generalitat and Local Government, mainly focusing on aspects related to human resources management, executive management and organisational change.

The School therefore integrates all its activities (training, recruitment, research…) within the human resources policies of the different branches of government, playing and instrumental and support role which ties its objectives to the strategic objectives of those organisations to which it lends its support.

This willingness to serve has also been illustrated by the tendency to adapt its own decision-making process to that of the organisations to which it lends its support by means of different activities.

The Public Administration School of Catalonia has taken up the role of an institution at the service of other institutions which, while contributing to the improvement of public administration, strengthens the self-government of Catalonia.

The School shapes its training courses towards obtaining results that are directly applicable to everyday work, thus increasing year after year the capacity of response and adaptation of civil servants to the new necessities and demands of the public.

To achieve this, its main objective, it has diversified its actions, to meet the organisations' needs: by creating training courses which are adapted to the needs of the beneficiaries, on their own premises, or adapting its own standard courses to the needs of specific groups from within a same organisation.

The training activities are directed at staff from the Generalitat's services, the universities, Local Government and other administrations, and come under the following headings:

  • Training for top-level managers
  • Training for intermediate levels of management
  • Initial training
  • Training for the improvement and the keeping up to
    date of knowledge
  • Spreading of knowledge and expertise through debates and reflection groups
  • Selective courses
  • Support training for the inter-service initiatives
    of the Generalitat

Initial training or lifelong learning are focused on the following tasks:

  • Management tasks
  • Human resource management tasks
  • Financial management tasks
  • Administrative processes
  • Tasks related to communication and attending the public
  • Legal tasks
  • Auditing
   

 
 

 

 

Other training services offered include:

  • Evaluation and consulting
  • Evaluation of high-level executives (coaching)
  • Bonding activities
  • Technical evaluation of work programmes,
    identification of needs, etc.
  • Designing of training courses for third parties
  • Evaluation of activities
  • Occupational training
  • Training of own internal trainers, evaluation and creation of a pool of teachers

In 2004, the School organised 867 courses, totalling 25,928 hours and 14,210 students.

 

 

e-training

The School launched its distance training courses. The e-training department of the School (Aula Virtual) has been created with the objective of reaching out to all the staff of the different branches of public administration, thus overcoming problems linked to territorial dispersion or the difficulties of certain categories of staff, who, due to their special work schedules, are not able to attend courses.

The School analyses, evaluates and provides technical support for the process of recruitment of civil servants for the services of the Generalitat and, on the basis of specific agreements, for Local Government.

In addition, the School organises and holds decentralised selective examinations for access to the State-qualified status of Local Government Civil Servant, under the terms specified by the National Law and the Agreement in force with the National Public Administration Institute (INAP).

The School also aims at promoting research and development (R+D) in areas related to public administration and, in particular, those related to decision-making, organisation, management and improvement of the efficiency of public services.

Each year, the School organises two public competitions to grant subsidies and other forms of aid to research projects in these fields. Since 1990, more than one hundred studies have been completed thanks to these competitions.

The School also has library which is open to the public, which is specialised in management, public services and administrative law, and provides documents which can be consulted on location, bibliographical information, abstracts, loans, interlibrary loans and internet (wi-fi).

By editing specialist reviews, the School favours the spreading of the results of fundamental and applied research, manuals, norms and other materials among civil servants and researchers.

More specifically, the School publishes the review "Revista catalana de dret públic" ("Autonomies. Catalan Journal of Public Law", 1st period, December 2004) and the "Revista de Llengua i Dret" (Language and Law Journal) and a series of collections of books -"Studies", "Materials", "Manuals and Formularies", "Research Papers" and "Local Government - How to proceed?"-. The School also participates in joint editions and other co-operations.

The School has established co-operation exchanges and has subscribed agreements with national or foreign centres with a similar vocation, in order to provide training which is broadly in line with the one which is provided by other public administrations, and promoting the exchange of trainers and civil servants.

Within this framework, the School has co-organised training activities, developed programmes and carried out exchanges of civil servants with, among others, the European Institute of Public Administration (EIPA), the École Nationale d'Administration (ENA), various Regional Administration Institutes (IRA) and the Centre National de la Fonction Publique Territoriale (CNFPT) in France, the Führungsakademie of Speyer and Karlsruhe, the CEFA in Coimbra and the IREF in Lombardy, as well as with various Spanish and Catalan universities and institutions.

   

 

 
   

 

 

 

Governing bodies

The bodies governing and managing the School are the Chairman, the Board of Governors and the Director. The Chairman of the School is the Minister in charge of the Ministry of Home Affairs and Public Administrations. Its Board of Governors discusses and monitors the School's activities, carries on consultations and approves its work programme.
